To me it seems that there is a link between intelligence and
consciousness vis a vie the greater flexibility which is
concomitant with a greater degree of consciousness.  But it
remains possible that a person could be highly conscious, yet not
very intelligent.  Intelligence seems more related to facility
at manipulation of the higher level symbols and abstractions,
which I would say have a more direct neural basis than does
consciousness.  But a low level of consciousness, by which I
mean a person operating within the bounds of fixed beliefs and
dogmas, subject to manipulation by greed, fear, etc., will
act against the highest manifestation of intellectual potential.
