DES : Restrictions and PD Implementation ?

Please excuse what must be a FAQ, but I couldn't find a FAQ posting for your
newsgroup.

Is there a PD implementation of the DES algorithm (in C if possible) that is
available from an FTP site ? Secondly, are DES implementations still
restricted such that UK academic groups should not receive source code ?

Many thanks,

Peter Green.
