Blowing money on fixing this screwup might as well be marked as part of the budget for the same government level (federal) that screwed up to begin with. Otherwise border states will suffer more for something that is the responsibility of the entire union. Why should Montana get off easy on this issue when the voters there are just as responsible for a crappy federal government as the voters in California or Texas? Denying emergency services to illegal aliens is not the solution to anything, unless you want to have to walk around proving your citizenship every time you call 911 or break a leg.
