My truck is constantly being loaded and unloaded by people
who only speak Spanish.

The point is WAGES.  Wages are set at the margins.  If owners
must pay higher wages for labor then skilled people can and
will demand more.  See arguments about the minimum wage
increases causing "inflation".

"Owners" are owners.  None of them want to pay for services
from non-owners and they refuse to do the work themselves.
