I've already explained the solution to you.  Recover land rent for the
purposes of the public that creates it.  Problem solved.  Do you think
Latin American countries should be as rich as the USA, Japan, Taiwan,
HK, Singapore, England, Denmark and Canada?  All of those countries
have achieved spectacular economic growth and prosperity by recovering
a substantial fraction of publicly created land value for public
purposes.  No Latin American country has done so except Cuba, which is
an economic failure mainly because it also appropriates privately
created value for public (actually, of course, Castro's) purposes.
