Quick example. Cab drivers in Mexico City used to take their driving
exam with a human instructor, who would approve or deny his licence.
Plenty of corruption of course. But now, would-be cab drivers take the
exam on a computer, in a booth. No chances of cheating, no chances of
bribing anyone. And now when you do ANY business with the city, such
as getting any type of license, you don't pay at the government
office. You pay at the bank, and take the special deposit receipt to
the government office. No money goes through there any more.
Another example. There are cameras on the main streets of Mexico City.
If yo get caught on video giving a transit cop a bribe instead of
taking the ticket, you CAN get arrested, and It happens all the time.
People now think twice about doing it.
Voil, much less corruption now.
There are other examples, and we are just getting started.
when we where under the PRI dictatorship, there was no political
motivation whatsoever for not being corrupt; now that we have a true
democracy, there is.
