Forgive my cynicism, but this specification looks like it was lifted from
the description of a particular instrument from a particular manufacturer.
I would find that manufacturer and buy that instrument.

Not that I like lock-ins, but this is probably the most direct path to
satisfying the contract requirements and keeping the customer happy.
