I don't know of any chip designed for that purpose, but it is trivial to
design such a function into a
moderate sized PLD - you need 32 bistables and
some glue, so an AMD MACH120, or a Lattice
ISPLSI1016 would do. The Philips PZ5064 would
do it fast, at low power.
Getting hold of the programing software and
a programmer is less trivial - you could
download freeware for the AMD chip, but
you still have to program it, and the Lattice
parts are in-system programmable, but the
software costs money.
Hope this helps.
