It's perfectly legal in most of the US to do your own electrical
work. I've done bunches of it, including sub-panels (I don't
think I'd mess with the entrance). The electrical inspector that
signed off on my garage said he finds better work from home
owners than from the licensed electricians. The home owner spends
more time making things just so. OTOH, I've seen some real
messes, like a friend's house that was wired with zip-cord and
outlets with no boxes (found one of those in my current house -
done by a pro, btw). Most of the municipalities where it isn't
legal for a home owner to do his own work are where union thugs
have completely taken over.

It's no different than if a licensed electrician does it. The
blame finger points the same direction: everywhere. ;-)

BTW, in most places all work must be inspected. Yeah, right.
