AFAIR skin-depth also depends on the resistivity of the conducting material...being larger for a conducting material of high resistivity. So it could be possible to make film resistors where the film thickness is smaller than the skin-depth (at the highest frequency of interest). In which case there would be little or no skin-effect. It would also seem sensible for the conducting material (resistive in this case) to be non- -magnetic. Which is possibly why the radar lab next door seemed to prefer resistors made up of a continuous layer (not spiral ground) of carbon deposited onto hollow ceramic tubes. > I suspect that shunt capacitance is quite as > significant as skin effect. More so I would suspect. -- Tony Williams.
