A couple of the RF specialist/electrical engineers where I work have old me that tv's leak out the signal that you are watching. Theoretically the cable company could set up a sensitive reciever in a van and go around neiborhoods tuning into these signals. I don't know if this is practical in real life or even if the cable companies really care about doing it. I suspect that if too large a percentage of cable subscibers obtain descramblers then the cable industry will find a way to fight back.
