I've looked through my catalogs and can't find any caps over 10KV. These sound like good old fashioned broadcast capacitors to me!!! You could try: Commercial Radio Supply Co (802) 226-7582 Surcom Associates (619) 438-4420 Kintronics (615) ????? (Bristol, TN) and ask for the appropriate Jennings or Sprague mica or vacuum capacitor. 0.002 uF at 20 kV will probably not be unreasonable. Power resistors are another matter entirely... 100 meg at 20 kV (wow!)...try Caddock. I posted this as the mail path was not valid (sigh)... York David Anthony DataSpan, Inc.
