I've never seen a standard for the system used by most electronic draftsman
to reference symbols on schematics. Does anyone know why IC's, resistors,
capacitors, and diodes have reference designators like U1, R1, C1, and D1?

If this is a standard can someone tell me which standards organization
publishes it?
