I'm posting the following request for my brother, who does not have net
access. You can phone him or email me with replies. Thanks!

I am trying to find or build a small, rugged, reliable,
easy-to-use portable timer that can be mass-produced cheaply.
It will be used to turn a 3-volt incandescent lamp on and off
once per day. It must be highly shock-resistant and work
outdoors in very cold weather. It must run for at least six
    months on its own battery.

Please contact me if you know of (1) an existing timer that
meets these criteria, (2) an existing timer that can be modified
to meet these criteria, or (3) a clock chip or crystal that
could be used to construct such a timer.
