But the larger plants have demonstrated themselves to be an enormous
political liability.  Nobody really wants a powerplant in their 
neighborhood, and it become even more onerous when people perceive 
that plant to be something being "dumped" on them by neighboring
communities that don't have them.  In bygone days, every homestead
had its own trashheap, a spot somewhere on the property where people 
buried their refuse.  Nobody thought of themselves as being put upon
for having one, because everybody had to have one and nobody was
required to accept other peoples' trash in theirs.  We need to get
back to that concept.
