An excellent example is near to hand, in Coyote Valley. Remember that
due to a carefully organized campaign of neighborhood opposition,
aided in part by the city's desire to have more valuable land use than
power plants, San Jose refused to authorize a power plant there just
two months ago. The plant was being referred to the PUC for an
override of the city's decision when the current crunch hit. I wonder
how many neighbors have changed their minds now that they're being
laid off two hours a day in computer plants idled by blackouts.
