Huh?  I never claimed they were the same thing, but the fact is that in
the case of power production, both NIMBYs and environmentalists make it
very difficult, time consuming, and expensive to construct a plant. 
They are generally doing so for different reasons, but the effect on
electrical generation capacity is the same.
