Announcing:
Scheduling Coordinators User's Group
Background:
The restructured California electricity market will begin operation on
January 1, 1998. Two public institutions form the core of this market:
the Independent System Operator (ISO) and the California Power Exchange
(PX). The ISO will operate the transmission grid within California.
The PX will provide a spot market for the sale and purchase of power.
All transactions will be scheduled through the ISO. Only certified
Scheduling Coordinators (SCs) may submit schedules. The PX is but one
Scheduling Coordinator. Other SCs are expected to emerge to schedule
bilateral transactions. Scheduling Coordinators provide the ISO with
balanced hourly schedules of generation to be injected into the grid,
and power to be withdrawn from the grid. SCs will perform a number of
related functions which are detailed on the WEPEX web page at
www.energyonline.com/wepex/reports/reports2, under the title "Scheduling
Coordinator Protocol" (filename SCE-3.DOC).
Scheduling Coordinators User's Group:
To facilitate the development of the California market, the ISO project
manager (Duke Engineering & Services) will aid in the organization of a
Scheduling Coordinators User's Group. The Scheduling Coordinators
User's Group will 1) allow prospective SCs to self-organize and enhance
their understanding of SC responsibilities and software/hardware
requirements for interface with ISO; 2) establish a beta test group for
the scheduling software which the ISO is in the process of procuring;
and 3) act as an information conduit between the ISO and the SCs to
facilitate the vendor's system development efforts. Upon formation, the
Scheduling Coordinators User's Group will be self-organized.
Participation in the User's Group does not guarantee certification as a
SC by the ISO. Neither is User's Group involvement a requirement for
certification. However, the group will exist for the benefit of the
SCs, and serve as a learning opportunity on the beta version of the
software, before the activation date. Participation is on a strictly
voluntary basis; compensation will not be rendered for service to the
group.
If you are interested in joining the User's Group, please read the web
posting, then contact Eben M. Demong by ONE of the following methods:
- email (emdemong@dpcmail.dukepower.com)
- FAX (510-275-4682)
- Mail (5000 Executive Pkwy, San Ramon, CA 94583)
If you are interested in leading the group in the position of User's
Group President, please indicate your interest and qualifications. The
first meeting will be held on Tuesday, Feb. 4 in Oakland, CA.
Interested parties will be notified of the exact time and location of
the meeting.
