   If I have a transfer function in the Laplace Domain 
 how can I compute SVD ? Are there any algorithms for this ?

You may use function SIGMA in CONTROL TOOLBOX in MATLAB to compute it. 
The algorithm is rather simple. Check the manual for detail.
