Finally heard this refuted the other day, but I can't provide
exact references.

Buckley's Firing Line last Sunday had three guests, one from the
Bush administration, Ira Glasser (sp? - head of the ACLU), and
Buckley's lawyer.

The subject of the show was "legal reform".

When the administration guy said that the U.S. had the
highest per capita lawyer rate in the world, the other two jumped
on him hard.

A recent study (maybe U. of Washington, I'm not sure) shows that
in the area of per capita lawyers, U.S. is 35th in the world, below
most European countries and below Japan.

The confusion comes about because most lawyers in Japan can't
argue in the courts, and the comparison showing that the
U.S. has 200 times more lawyers than Japan does was specifically
looking at lawyers in the courts.

Japan has many lawyers (like the U.S. does) that work behind
the scenes, in corporate Japan as opposed to those who make a living
going to court. When you look at all the lawyers in Japan and all the
lawyers in the U.S., as opposed to the ones who do courtroom
work, Japan has a higher per capita lawyer level than the U.S. does.
