Hi,
	I was wondering if there were any established guidelines
	for an "acceptable" percentage for product failiure that
	would warrant a "recall" type situation. For example,
	what percentage of faulty power window switches in an
	automobile would incur a recall of those cars. I am
	specifically interested in the realm of consumer electronics
	goods (I realize these products may not have recalls per se
	but if a component of, say a certain telephone, were to
	fail in over 25% of those produced, wouldn't the manufacturer
	be obligated to replace the telephone even past the warranty
	date?). Would such aguideline be written by industry orgs.
	such as IEEE, or would it fall under NIST's responsiblity.
