 I don't know about the negative reasons for breeders where you live, but the
reasons here (USA) come in 2 main flavors.

#1) Economics. The two costs of standard fission over breeder are cost of new
fuel (Uranium) and cost of disposal. With Uranium being cheap and in surplus,
and with disposal costs mandatory regardless of generation technique, there is
currently no economic advantage to breeders to warrant the extra costs. When
either of these two situations change, that may change as well.

#2) Politics. People who are anti-nuke will use any argument that is handy.
Proliferation is one of the current ones. I won't hazard a guess at the relative
proliferative effects of Breeder tech. in a post Soviet collapse world.
