I have implemented "steerable filters" (Freeman & Adelson, PAMI Sept.  
1991)
using PV~WAVE.  Filtering via convolution in frequency domain.  I only
implemented line element rather than edge detection & location.

You should checkout the MegaWave package from France.  It does anisotropic
blurring (Saint-Marc, Chen, & Medioni; PAMI June 1991).
