Try Matrox Imaging Products. They are located in Quebec, Canada. They
have several PC based products, but the product which has built in
morphology is their top of the line product called the Vision line. It
consists of three boards: a frame-grabber, a main processing/memory
board, and a neighborhood processor board. I believe that you need the
neighborhood board for the morphology. They support DOS, OS/2, and
UNIX via software device drivers.

I'm nor sure on price, but i believe that the two boards, without the
framegrabber are about $15K.
