Bitmap to vector format image processing

I have been given an approx 1000x1000 TIFF file ( I can convert it
to any other bitmap format using Graphics Workshop ) and asked
to convert it into some sort of vector format for mapping. ( The image
is a scanned contour map - 2 colour).
Can anyone out there give me some sort of idea or help on how to
accomplish this. I seems pretty impossible at first glance.
Should I thin it down first using thinning algorithms (that I haven't got!!)

Thanks in advance for any help given.....
