As pronounced by the ancient Romans: ex-kel-sis
As pronounced in Italy for the last few centuries,
and widely throughout the Catholic Church and in
religious music: ex-chel-sis (pronouncing ch here as in English)
As pronounced in Northern Europe in the Middle Ages and
to some extent even today: ex-(t)sel-sis
There you have it. Latin has been pronounced many different
ways throughout its long history.
