A popular euphamism for sex originated in Private Eye magazine in the
1970s, when a politician who had been caught out screwing (I think) his
researcher claimed that in fact they had been discussing the situation
in Uganda. (at the time, Idi Amin was making most Ugandans' lives ratehr
unpleasant, to say the least)
Ever since, Ugandan discussions or many variations have come to mean
having sex, usually with an employee.
