As someone else pointed out, the most logical system is
yyyy/mm/dd, which of course can be broken down to:

millenium, century, decade, year / month (1-12) / day (1-31).

I think the American system comes from the habit of
speaking the date without the year:

"April 1st", "July 9th", etc, with the year sometimes
"thrown in" as an "afterthought" ("April 1st, 1994").

It is no more logical to specify numbers 13 through 19 with
the least significant digit first (eg: "four-teen"), and
then switch to least significant digit last after that
("twenty-four", etc).

Language, including numbers, is a mixture of logical rules
and illogical habits. The habits are far more persistent
than the rules.
