How about passivating your aluminum panel surface with thin film diamond? Thermal conductivity near room temperature is five times that of copper, and it's a very good insulator. Barring that, a diamond filled epoxy would probably do the trick. They use industrial diamond (abrasive grade) so the cost isn't too outrageous.
