Based on comment I have seen in sci.engr that (a) a TQM Mailing List is desirable and (b) none currently exists, I am going to work on forming one. Topics for such a Mailing List could include, but not be limited to: o definitions of TQM, TQL, or whatever you call it; o methods for building quality into processes; o the works of Deming, Taguchi, and other quality wizards; o balancing technical precision with customer relations. And so on. If you are interested, send me your e-mail address. Right now I have no idea how exactly to pull this off, but I see a digest format as most likely at this point, because I do not have list server capability that I know of.
