A friend of mine who is working on experimental design problems
is looking for a program to solve optimization problems with 
linear objective functions and quadratic polynomials as constraints.
Does anybody know about a MS-DOS or UNIX program for this purpose
(PD, if possible)?

Any help is greatly appreciated.
