Are there any shareware/free programs (preferably for IBM PC)
that do nonlinear regression with inequality constraints? There are
some mentioned in appendix G of "Nonlinear Parameter Estimation" by
Yonathan Bard (1974). Most of them were written in Fortran for
IBM/370. It's also mentioned that those programs were available in

	Shared Program Library Agency
	Triangle Universities Computation Center
	PO Box 12076
	Research Triangle Park, NC 27709

which was shut down few years ago. Where can one access those programs
now? If there are no shareware/free programs for such purpose,
commercial ones would also be fine. SAS doesn't seem to have such
function.

I am posting for my friend. Please reply to me
(chu@cs.unc.edu) and I'll pass on the information. Any information
would appreciated. Thanks!
