How to Calculate Pt.'s % of VO2 Max

I am seeking assistance and advise calculating the percent of VO2 Max
that an evaluee would be working at during a disability assessment.

In our protocol we establish the evaluees VO2 Max via a step test.
Therefore we know their heart rate at the end of their step test,
from which calculate the VO2 max using the Canadian Aerobic Fitness
Test (CAFT). We monitor their heart rate during the assessment with
a remote sensing heart rate monitor.

Would the evaluees heart rate during the evaluation task/(divided by)
their heart rate at the end of the CAFT represent the percent of
VO2 Max they are working at? Or is it more complex than that?

By comparing the evaluees percent of VO2 Max they are working to the
workload demands of the evaluation task we can then determine their
fitness to perform that work, solely attributable to cardiovascular
fitness.

Thanks for the feedback.
