Take away that hocus-pocus force of gravity, then connect that moon
via a rather substantial CNT tether, and do the math for whatever that
amount of force represents in joules(watts/sec) or in kw/hr.

One such online calculator places such required energy at roughly 2e20
joules or 7.2e21 kw/hr (that's excluding whatever tether mass or
friction, though especially if you've given any credit for that moon's
orbital friction and a little something extra for that 38 mm/yr worth
of recession).
