If a photon is > the wrong wavelength it will not be absorbed. Witness glass. A photon is interacting with the electromagnetic force, therefore it does interact with the electrons in an atom. The only thing that the wavelength of that photon does is determine how it interacts with the atom (i.e. does it get absorbed, bounced out, or passed through). Neutrinos on the other hand will not interact with the electromagnetic force, therefore its wavelength is completely irrelevant, because no matter what wavelength it is, it won't interact. The neutrino only interacts with the weak (as has been pointed out to me), therefore if it comes near the influence of the weak force, only then will its wavelength determine its interaction with the atom.
