Sears' book on page 2 says, "The final steady state of an isolated system is called a state of thermodynamic equilibrium..." This definition refers to the macrostate, so there can be movement of the molecules in a liquid or vapor, but the macro- scopic thermodynamic parameters, such as temperature and pressure, do not change with time. The characterization of the system as isolated leads to the realization that living systems are not at thermodynamic equilibrium, since in isolation they would not stay in the same macro- state because of the metabolic reactions taking place.
