Um, does this bill explain where the money for this upgrade is supposed
to come from?

Also, as far as I am aware, no hospitals collapsed or caused injury to
patients due to the earthquake.  I am aware that St. John's in SM was
evacuated later because of damage, but it still didn't harm any patients
during the quake itself.  As one of the structural engineers pointed
out, the goal of the building codes is not to guarantee survival of the
building, but just assure survival of the occupants.
