After the 1971 San Fernando 'quake, a Siesmic Zone was added to the 
Uniform Building Code, Zone 4. The impact of that zone is only on 
'facilities vital in an emergency', such as hospitols, fire and police
stations, communications facilities and such. 

It only applies to structures built after its adoption. 

Some time late, as I recall in the mid-80's, jurisdiction for inpections
was removed from the local building and safety departments and assigned
to the Office of the State Architect. At that time, I completed the 
inspections under the permits that had been issued for an new ER and
admin wing. Any changes after that were the job of OSA.

While I don't think that the transfer of jurisdiction was the best solution,
it was one solution for a very fundimental problem that I'll state as a
homily:

	In Califorinia, 

	When one calls for a policman, one gets someone that
	has been through an Acadamy Program and is Certified
	as a Peace Officer.

	When one calls for a firman, one gets someone that 
	has been through 'fire school' and is Certified as
	a Fire Fighter.

	When one calls for a Health Inspector, that person
	will most likely be a Registered Sanitarian.

	When one calls for a 'building inspector, one
	may get the mayor's brother-in-law.
