You seem to be one of those folks who bad-mouths government at every possible opportunity, yet expects it to magically find the funds to do instantaneous freeway upgrades. You say that apartment landlords 'cannot' upgrade their buildings, but seem to expect all hospitals to do so - even though the great majority of hospitals are private institutions. And, although I'm sure you're too young to have been of voting age when Prop. 13 passed, if it were being decided today you'd be in favor of it. A very large part of what killed city, county, and state government in California was Proposition 13. When I was young, government had the money to DO things - like build freeways, good schools and universities, aquaducts, and other large-scale projects. We had public libraries that were open every evening and weekend. When I was college, the L.A.P.D. had 7500 officers for a city population of 1.5 million; now it has 7500 officers for a population of 3.65 million. Thank Prop. 13 and the mentality that spawned it. If you want to have a SOCIETY, you have to pay for it.
