First, of course, the comparison has to be apples-to-apples.  It is true
as Tom Manning said in an earlier post that civil service personnel are
generally making more than their *contractor* counterparts.  Tom's remark
was specifically about the situation at JSC, but I expect it's similar
across much of NASA.  It may _not_ be generally true that civil service
personnel make more than their *commercial* counterparts.
