In Internet Explorer,
Go here and look for the Chinese input method:
http://windowsupdate.microsoft.com/default.htm?Page=productupdates
Click Yes if a message prompt appears.


If the above method won't work for you, try this:
http://windowsupdate.microsoft.com/

Then look for this:

"Internet Explorer 5 Web Accessories Extend the power of Internet
Explorer 5 with Web Accessories. Web Accessories add menu items,
Explorer bars, and all kinds of new functionality to Internet Explorer
5. Download now from Product Updates."

Click "Product Update"

Click Yes if a message prompt appears.

Then you would you be at "Select Software page", look 
for "International language support" and you would find 
what you are looking for.

Don't forget to read the instruction on how to use the input method
before you download it.
