Probably an accurate assessment. I'm still not convinced that the smaller payloads like ORFEUS, SPARTAN, and CRISTA are worth the expense of 1/3 of a flight for 8 to 10 days of observing time. I must admit, however, I know very little about them. Would it be possible to leave ORFEUS and CRISTA up there for a few months and retrieve them on a later flight?
