Sorry to be dense, but in this context does "flyby" mean not 
even properly *orbiting* Mars, perhaps to take a pick-axe to 
Phobos and Deimos, but rather merely sailing on by ?

This will happen only is it can be repackaged as a support plan 
for the farmers.  Perhaps with enough hydroponics on board ..
