Let's not assume only third world nations do this sort of thing.  The 
Mississippi River delta is changing rapidly because of diversion of 
the flow through alternate channels.

This would probably be the result of pollution, exacerbated more by 
population growth and fertilzer use than slower water flow, although 
a fast river would take it farther out to sea.
