To find out what proxy a cable modem user is using involves telnetting
to the cable modem ip address telnet port.  Wingate will report:

Wingate>

Or something like that as a telnet prompt.  Yes you can usually tell 
if someone is running a proxy server; no you can't see what is on the 
other side (private network).  That's the whole point :)
