I have since found the above also.  I mailed to it and it bounced
(18 hops).  Prior to finding it I went ahead (based on positive
E-Mail) and started a list.

Signup:  Mail-Server@slic.cts.com
         In the body, enter SUBSCRIBE foxpro-l

Submissions:  foxpro-l@slic.cts.com

Hope this takes off.  I need some hand-holding.  I'll still try
to contact shevett for the status on that list.
