Proposition 13 taxes, and Prop A questions

Couple of questions about props. First, prop 13 (the old one)
was supposed to limit the increase of property taxes by 2%/year
or something, right? This latest tax bill I got yesterday shows
my taxes going up by 8% over last year. I know I received a
"re-assessment" months back saying my house is worth more than
before, but I guess I thought that no matter what my house was
valued at, my taxes wouldn't be more than 2% of previous.
Apparently I was wrong. Anyone know the real story on this?

Oh, and I'm trying to find the proposition A text somewhere on-line,
the "save our kids schools because the lottery didn't" proposition.
If there's a url for it anywhere, please let me know, I've searched
the http://library.ca.gov/gov/official.html site to no avail.
Course my increase in property tax from the re assessment has just
canceled out ANY more increase from this proposition.

Remember when the lottery came about? They claimed they'd have so much
money from it for the schools (the children win, too) that the sidewalks
would be paved with gold. (ok, my exaggeration) Yet, now we need MORE money
for the schools? Let me recall from my faulty memory what happened.
Before the lottery, the state allocated $X/year for schools. The lottery was
going to add $Y/year to that, thus the gold-plating. However, after a year
or two, the state decided to now only spend $X-$Y /year on schools from its
budget, so the overall effect was no increase in funding for the schools while
creating a gambling network in the state.
What's to stop the Prop. A money from diluting the state's contribution in
the same way???

Not confident enough on the issues to speak intelligently about the
queries you post -- but the State of California search engine is
supposedly:
   http://eureka.cahwnet.gov:80/

The League of Women Voters keeps an archive of previous election measures
and should be up to date:
   http://ca.lwv.org/

Other good search engines worth a look are:
   http://www.google.com/
   http://www.alltheweb.com/
   http://www.dogpile.com/

Hope that helps,
   Joe
