I have yet to see a News implementation that doesn't allow you to set
different expiration periods for different news groups. If you are running
C-news you can even set it to a fractional portion of a day. You only need
to retain material long enough to batch in order to pass it on.
I know for a fact that there are several sites in Seattle that get their
feeds over dedicated IP links. That being the case, they aren't paying time
charges to receive them. I know further that they used to pass this material
on regardless of how long they kept it locally. But after Sumax's decision
to censor it, they did likewise.
I am still looking for an uncensored feed of alt.binaries, and if I am
successful at obtaining one, I will pass it on to anyone else interested.
On another note, if anyone else is looking for things I do get, I'm willing
to pass it on within the bounds of free capacity, and there are a lot of
variables there, ie, do you have v.32/v.32bis, is your modem available
24 hours so it doesn't have to sit for long periods of time in my spool
directory, etc.
