Thanks, Edward. I found an article in the directory about.LC\Library.of. Congress\pub at seq1.loc.gov via FTP. The article is an introduction to ISSN and its administration. I passed this to my friend and it is very useful. I would suggest those who are interested in reading this article get a copy of it via FTP.
