Technically, each of the States of the United States joined the Union under
different circumstances.  Technically, we are not all simple states.
Virginia is still a Commonwealth,  Texas and California entered as
Republics (I think Texas still retains the right to leave the US).
One can check US history books or probably ask soc.culture.usa or
soc.history (ignoring the noise in those groups).

If you think that is bad, you should see the form for attending an
unclassified DoD sponsered conference.
